Do you permit shared hosting accounts to either access an outside mysql database, or allow an outside host to connect to the local mysql database?

Yes, access to external hosts is permitted by default and as to inbound connections from 3rd party hosts, we can set that up for you. Simply open a ticket and we can allow either a particular host or all hosts access to your database from the outside.
